By Ukraine could be plunged into chaos if Western governments push Kyiv to submit to Russian demands to decentralize power in order to avert an invasion, serving and former Ukrainian officials have warned.
MPs and serving and former diplomats said that foreign officials have raised the question of adopting elements of the 2015 Minsk II peace agreement they say would fatally undermine Ukrainian sovereignty.
