PLA will fight aggressively in the Pacific like the U.S. did in the first Pacific War. It will aim to bring the fight out to the seas, where detection advantage will allow it to gain informational dominance and prosecute a winning war. The PLA, while strategically defensive, is operationally and tactically offensive.
